The Air Force has the KC135 in-flight fueling planes in Alaska (to Service high altitude B52s) capable of flight at that altitude and puncture & grab recovery. It had that capability 50 years ago when I served in the Air Force. Most Presidents who have any concern for secrets wouldn’t have given China the chance to send back high resolution photos of the lids on our secret missile silos in the three states it flew over.
